Cosmos Hub governance only works if validators show up to it. This reconstructs each currently-bonded validator's voting record from public on-chain history — not a self-reported claim. The Hub has run hundreds of proposals since genesis; this covers the recent governance record still reachable through this public node's transaction index (see the methodology note below).
